This is because the seat draw (chair icon) was done too early or without enough extra seats held for late arrivals. The number of tables available is determined at the time of the seat draw by adding the number of registered players to the extra seats to be held and then divided by the number of players per table.
You can add a new table from the seating screen and then add the new player but you will need to balance tables if the tournament is running.
